Getting a New York nursing license usually takes more coordination than nurses expect because the state is non-compact and managed by the New York State Education Department (NYSED). The biggest friction point is education verification via Form 2. Relying on your nursing school to promptly mail transcripts directly to the state often leaves applications pending for weeks.
This guide explains endorsement steps, triennial registration rules, and mandatory coursework. You will learn the specific difference between your lifetime nursing license and the registration required to practice every three years. Following these steps ensures you navigate the NYSED system efficiently so you can start your next assignment without unnecessary delays

- If you do not renew by the deadline, you may not legally practice until your registration is restored

New York Nursing License by Endorsement
What is Endorsement?
If you hold an active nursing license in another U.S. state, you can apply for a New York RN license by endorsement without retaking the NCLEX.
Endorsement Eligibility — New York RN License by Endorsement
You may apply by endorsement if you hold a current RN license in another state, graduated from an approved nursing program, and passed the NCLEX-RN. New York does not issue temporary permits to endorsement applicants, so you must wait for your full license before practicing.
What You’ll Need (documents & verifications)
- Form 1 — Application for Licensure: Submit via NY.gov portal and pay the $143 fee.
- Form 2 — Certification of Professional Education: Your nursing school must send this and official transcripts directly to NYSED.
- License Verification: Sent via Nursys (if your state participates)
- Mandatory Training: Child Abuse Identification & Reporting (one time) and Infection Control & Barrier Precautions (every 4 years).
Tip: Education verification (Form 2) is the most common cause of delays—contact your school early to ensure it is sent directly to NYSED.
Endorsement Application Fee: $143
Fingerprinting & Background Checks
New York is unique because it does not require a criminal background check or fingerprinting for RN licensure by endorsement or examination.
While many states delay applications pending FBI background checks, the New York State Education Department (NYSED) evaluates your moral character through self-disclosure questions on the Application for Licensure (Form 1). This exemption saves you the typical background check fee and helps you avoid the hassle of finding a Live Scan vendor or mailing hard fingerprint cards.

New York Nursing License for Travel Nurses
New York Travel Nursing
New York is a premier destination for travel nurses, with major healthcare hubs in New York City, Buffalo, Rochester, Syracuse, and Albany. Because New York does not participate in the Nurse Licensure Compact, travelers holding a multistate license cannot practice here without first obtaining a single-state New York credential. The state’s massive healthcare system regularly relies on contract clinicians to maintain staffing levels across emergency, ICU, and telemetry specialties. Whether you are visiting for a short-term contract or relocating permanently, you must apply for licensure by endorsement. Unlike many states, New York does not issue temporary permits to endorsement applicants. You must wait for your full, permanent license to be issued before you can begin working, so you should plan your start dates carefully.
With licensing handled, you can start exploring travel nursing jobs in New York and find assignments that match your experience.
Pro Tip for Travelers
The Certification of Professional Education (Form 2) is the most common cause of endorsement delays. Contact your nursing school immediately upon applying to ensure they mail your official transcripts and Form 2 directly to NYSED.
